# Provinces of an uneven empire

*Three places, three bargains*

The estuary, the Valed uplands and Pelaset show how different communities live within Orinthian government.

## Reading the territorial register

This register covers three provinces rather than every imperial possession. Two are regions on Caelune. Pelaset is a separate inhabited world outside Serev, within the galactic Rim; the dossier describes one imperial province on that world without claiming the entire planet as a single jurisdiction.

The empire’s inner provinces are those most closely connected to its own institutions and routes. The phrase does not move them towards the galactic centre. Every location described in this register belongs to the outer rim, usually called simply the rim by the people living there.

## The Estuary Province · Caelune

Velisar and its surrounding transport and agricultural districts form the Estuary Province. Its council administers schools, local transport and water works, while imperial offices in the capital answer through separate chains of authority. Residents can be subject to both without finding the boundary intuitively clear.

The province benefits from dense services and ready access to officials. It also carries a disproportionate share of the cost of ceremonial closures and diplomatic visits. A diverted tram can turn an imperial celebration into an ordinary household’s childcare problem. Landlords near Petition Square earn from people required to wait for decisions.

Provincial elections tend to turn on rents, transport and water expenditure. Imperial politicians sometimes describe those concerns as narrow. Residents who pay for a broken drain seldom find that assessment persuasive.

## The Valed uplands · Caelune

Valed is a group of inhabited upland valleys with communal water rights and long-established councils. The provincial settlement recognises their authority over the distribution of local channels, subject to wider obligations concerning downstream flow. Asterfall is a regional civic and educational centre, not a royal court transplanted into the hills.

The councils’ strength protects communities from arbitrary outside allocation. It can also favour old households who possess established shares. Recent arrivals may live and work in a valley for years while having little say in the channel that serves their rented plot. Reform arguments therefore run within the uplands as well as between Valed and Velisar.

Cultivation, seed work, glasshouse manufacture and specialised instruments support the region’s economy. Its colleges attract students who intend to leave as well as those who intend to remain. A family can defend local traditions and save carefully for a child to study elsewhere.

## The Pelaset charter province · beyond Serev

The province occupies several settled districts around the principal harbour-city of Tavren Reach on Pelaset. Its charter recognises municipal courts and an elected provincial assembly. The Crown appoints a governor for specified imperial responsibilities; local land tenure is not automatically at that governor’s disposal.

Pelaset’s glass and pressure-vessel industries sell to multiple markets. The province imports some specialised components and maintains reserves against interrupted passage. Its settlement charter’s return-passage fund remains politically sensitive: whose need qualifies, who pays the shortfall and whether older promises can be honoured under present demand.

Messages to Velisar travel with ships. A governor cannot assume a prompt answer to every difficult question. Provincial officers have delegated powers and must account for their use later, when documents and witnesses may tell an inconveniently fuller story. Distance creates discretion as well as isolation.

## What this register does not annex

Tarsenne’s independent settlements are not included as an Orinthian province. Neither the commissioner’s presence nor Aveline’s visit establishes that status. The Kingdom of Nereth and the Sarthene Empire remain independent neighbours.

## The county and the service catchment

Within the Estuary Province, municipal boundaries coexist with drainage districts, school catchments and transport authorities. A county office handles functions assigned by provincial law; it does not own every service operating within its boundary. The Lower Reach drainage district crosses several municipalities below Velisar, collecting contributions according to property and benefit assessments that remain contentious. A landowner protected from flooding can dispute the calculation while continuing to enjoy the dry floor.

Valed's valley councils organise allocation through their own recognised instruments. Asterfall draws workers and patients from beyond its municipality, creating pressure for a broader contribution to services. Councils fear that paying into a city hospital will weaken their case for a local clinic. The immediate casualty can be a patient waiting while both institutions describe a convincing long-term policy.

## Pelaset and the terms of belonging

The Orinthian charter province on Pelaset contains an estimated 8.4 million residents within a world estimated at 38 million. Tavren Reach's municipal population of roughly 640,000 is included in the provincial figure. The province covers the harbour city's connected districts around Fallow Sound, with municipal and rural jurisdictions inside its charter arrangements. Other Pelaset communities have their own institutions and are not made imperial by appearing in a trade account.

The Provincial Assembly votes local expenditure and oversees services within its remit. The Crown-appointed governor coordinates specified imperial obligations. A governor seeking emergency stores must identify the authority, give receipts and account for compensation. During a shortage, an impeccable receipt can be worth less to a household than the food removed from its cupboard. Later repayment should not be confused with an absence of harm.

Return passage depends on the charter's qualifying conditions, fund resources and actual carriage. Local officers can certify a need without making a berth available. A family deciding whether to leave may face a gap between legal entitlement and the next ship on which the entitlement can be used.

## The regional supply register

Provincial specialisation gives each region leverage and vulnerabilities. Shared industrial standards help components travel; they do not erase transport delays, local reserve obligations or a manufacturer's right to reject an unsafe order. The same inspection bench may serve a farm pump one week and a fleet contract the next.
